XAMPPでphpmyadminが使えない

以下の様なメッセージが出ました。

Forbidden

You don't have permission to access /phpmyadmin/index.php on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

httpd-vhosts.confに以下を追加してみました。

<Directory>
AllowOverride All
Require all granted
</Directory>
